THE CLINICAL ESTABLISHMENTS ACT 2014
The Clinical Establishments Act was passed by Parliament of India on 17th August 2010, to provide for registration and regulation of all clinical establishments in the country with a view to prescribing minimum standards of facilities and services which may be provided by them so that mandate of article 47 of the constitution for improvement in public health may be achieved. The specific objectives are:
- To establish digital registry of Clinical Establishments at National, State and District level.
- ii) To prevent quackery by unqualified practitioners by introducing registration system, which is mandatory.
- iii) To improve quality of health care through standardization of healthcare facilities by prescribing minimum standards of facilities and services for all categories of health care establishments (except teaching hospitals,) and ensuring compliance of other conditions of registration like compliance to standard treatment guidelines, stabilization of emergency medical condition, display of range of rates to be charged, maintenance of records etc.
Clinical Establishment act in Mizoram: The government of Mizoram adopted the Mizoram Clinical Establishments (Registration and Regulation) Rules, 2015 on 27th May, 2014. There are two statutory bodies namely the State Council for Clinical Establishments Act and the District Registering Authority for each district. The District Registering Authority is currently functional in only two (2) districts i.e Aizawl and Lunglei districts,and State Cell at Directorate of Hospital and Medical Education, New Secretariat Complex, Aizawl.
ACHIEVEMENTS DURING 2021-22
- 26th October,2021:The 11th State Council meeting for Clinical Establishments Act was held on 26th October, 2021.
- 3rd November, 2021: Reconstitution of the State Council Members was agreedand letters were sent out to each association/organisation to nominate their representatives.
- 15th December, 2021:The revised registration fee for Provisional Registration of various categories of Clinical Establishments is issued by H&FW Department.
- 17th March, 2022:Notification regarding Online health care provider stating that all online healthcare provider must register under CEA is issued.
- 2nd Feb, 2022: Requesting to issue notification regarding adoption of newly added lists of Charter of Patients’ Rights in the already adopted list. (Notification is still awaited)
- March, 2020: Visiting and Monitoring at the following districts were done:
- Serchhip - 1st March, 2022
- Lunglei - 8th March, 2022
- Siaha - 10th March, 2022
- Lawngtlai - 14th March, 2022
- Champhai - 23rd& 24th, 2022
- Mamit - 29th March, 2022
- Kolasib - 31st march, 2022

The reasons to why Aizawl Districts needs multiple monitoring and evaluation
- It has the least percentage of registration inspite of having the maximum number of Clinical Establishments of all the districts in Mizoram.
- To improve and update Clinical Establishment registration including hospitals, clinics and laboratories.
- To create awareness to the public regarding Clinical Establishment Act and at the same time to prevent false practices.
