NATIONAL PROGRAMME FOR PALLIATIVE CARE (NPPC)

• Goal : Through this programme, terminally ill cancer patients are getting pain relief and other supportive care.

Availability & Accessibility of rational, quality pain relief & palliative care to the needy as an integral part of health care at all levels in alignment with community requirement

• Current Status : NPPC is a National Programme, implemented in Mizoram since October 2016 and currently covered eight (9) districts – Aizawl East, Aizawl West, Champhai, Kolasib, Mamit, Lawngtlai, Lunglei, Serchhip & Siaha. State Palliative Care Cell is also established at Directorate of Hospital & Medical Education
• At present, there are 11 dedicated staff – MO, Nurse and Multitask worker.
• Services available under NPPC :
  1. OPD Services available at District Palliative Care Unit.
  2. In Patient Service – 10 Bedded Palliative Ward at MSCI, Zemabawk and 4 Bedded Palliative Ward at Lunglei District Hospital available.
  3. Home Visit – By Doctor & Nurses under District Palliative Care Cell for bed ridden cancer patients to offer supportive care and psychological and moral support for the affected family.

ACHIEVEMENTS  FY 2025 – 2026 :

• No. of patients (Palliative) seen in OPD – 18,903
• No. of patients referred to tertiary Hospital / MSCI –  159
• Total No. of patients admitted in IPD – 2594
• Total no. of cases seen in the home-based care – 4664
• Total no. of patients referred from home to palliative care unit/SC/PHC/CHC – 257
• Total no. of caregivers provided training in the home-based care – 1399

BEST PRACTICES :

• Registered Medical Institute License (RMI) - 10 District Hospitals – Civil Hospital Aizawl, Mizoram State Cancer Institute (MSCI), Zoram Medical College & Hospital Falkawn, District Hospital – Champhai, Kolasib, Lawngtlai, Lunglei, Mamit, Serchhip and Siaha has RMI. 
• Morphine distributed Free of Cost to Palliative patients in District Hospitals. 
• Home Visit for palliative patient carried out by District Palliative Team of Medical Officer and Nursing Officer.  
• Home Based Care Kit given to patient free of cost according to patient's requirement. In addition, Food Kit is also provided to poor patients.  
• IEC (Information, Education & Communication) – Printing of Leaflets, Poster, Making of TV Spots and Broadcasted on local channels. 
• Patient caregivers were trained by the Palliative team wherever they go for home visit so as to improve and give quality supportive care. 
• Bereavement Programme started in Aizawl East District (MSCI). 
• World Hospice and Palliative Care Day was observed on 13^th October’ 2025.   TV Spots on Palliative Care was broadcast on Local Cables and Article on Palliative Care was published at Local Newspaper to mark this occasion. 
• Two Days Modular Training of Medical Officers and Nursing Officers on Palliative Care held on 1^st & 2^nd September’ 2025.  

• Hands on Training for 3 Days  held at Mizoram State Cancer Institute (MSCI), Zemabawk held on 3^rd to 5^th September’ 2025.
• Hands on Training for 5 Days on Home Based Palliative Care and Pain Management for Lawngtlai Nursing Officer at Mizoram State Cancer Institute (MSCI), Zemabawk held on 21^st to 25^th July’ 2025. 

• Annual Review Meeting cum Refresher Training held for Doctors & Nurses under NPPC.

 ACHIEVEMENTS, FY 2024-2025

* Renewal of Recognised Medical Institute License (RMI) for procurement, storage and dissemination of Morphine for Mizoram State Cancer Institute (MSCI) and 9 district Hospitals namely – Civil Hospital Aizawl, State Referral Hospital Falkawn, District Hospital – Champhai, Kolasib, Mamit, Lawngtlai, Lunglei, Serchhip and Siaha.

* IEC: World Hospice and Palliative Care Day was observed every year on 13^th October. TV Spots on Palliative Care was broadcast on Local Cables and Article on Palliative Care was published at Local Newspaper along with Printing of Leaflets & Posters.

*Training of Newly Recruited Medical Officers, 38 nos was conducted on 25^th October, 2024 and Five Days Hands on Training of Doctors and Nurses on Palliative Care at Mizoram State Cancer Institute, Zemabawk on 24^th to 28^th  March , 2025.

* Refresher Training cum Review Meeting conducted yearly for smooth performance.

* Procurement of Morphine and Home Based Care Kit completed – distributed Free of cost to Palliative patients as per patients requirement.

Achievement during 2023-24

1. Training :

• 5 Days Hands on Training at MSCI for Lawngtlai Medical Officer i/c NPPC

(16th – 20th October, 2023) 

• 5 Days Hands on Training at MSCI for NPPC Staff Nurse from District Hospital, Champhai, Kolasib, Lunglei & Serchhip (12th – 16th February, 2024).
• Training of Medical Officers from PHCs (13th March, 2024).

2. Good practices / Special achievement during FY 2023-2024 :

• Home Based Visit in 9 Districts and a total of 759 bed ridden patients was visited during the year. 
• Renewal of Registered Medical Institute License (RMI) for procurement, storage and dissemination of Morphine and other Opioids – MSCI and 9 District Hospitals.
• Distribution of Morphine – Free of cost.
• Home Based Care Kit provided to Home Visit patients according to their need.
