Ayushman Bharat – Health and Wellness Centres
Ayushman Bharat (AB) is an attempt to move from a selective approach to health care to deliver comprehensive range of services spanning preventive, promotive, curative, rehabilitative and palliative care. It has two components which are complementary to each other. Under its first component, 1,50,000 Health & Wellness Centres (HWCs) will be created to deliver Comprehensive Primary Health Care, that is universal and free to users, with a focus on wellness and the delivery of an expanded range of services closer to the community. The second component is the Pradhan Mantri Jan Arogya Yojana (PM-JAY) which provides health insurance cover of Rs. 5 lakhs per year to over 10 crore poor and vulnerable families for seeking secondary and tertiary care.
HWC are envisaged to deliver expanded range services that go beyond Maternal and child health care services to include care for non -communicable diseases, palliative and rehabilitative care, Oral, Eye and ENT care, mental health and first level care for emergencies and trauma , including free essential drugs and diagnostic services.
Achievement during 2023-24
- HR- During the year, 8 HWOs were newly recruited who have undergone compulsory CCH course under IGNOU. Currently, there are 262 HWOs present against the approved target of 283(92.5%).
- Facility Branding –Facility painting and branding is done for 224 HWCs (PHC & SC) against 390(57.43%).
- Training on NCD- As a part of operationalization of HWCs, Medical Officers, HWOs, Staff Nurses, MPW and ASHAs are to be trained on Population Based Screening on Non-Communicable Diseases. Currently, 2334 staffs (MOs, CHOs/HWOs, SN, MPW F/M, ASHAs) were trained on NCD against the target of 2524(92.47%).
- Training on Expanded Range of Services – To ensure newer service delivery packages such as Emergency Medical Care, Oral, ENT, Eye, Mental, Neurological & Substance Abuse, Elderly and Palliative Care were rolled out in which 1804 Primary Health Care Team at HWCs were trained on these services against the target of 2524(71.47%).
- HWC Health Mela – Health Melas were organised every month as per calendar and on every Health Days observed across the globe. Beneficiaries were given awareness and trainings as per need on the themes of the Health Days and Health Melas for better reach.
- Teleconsultation – A provision for consultation of physicians from Sub-Centre level was made available through Teleconsultation using e-Sanjeevani 2.0 software. Teleconsultation on newer Expanded Range of Services was launched in the state on 10th October 2023 in collaboration with Zoram Medical College. In addition to the existing allopathic services, consultation for Ayurveda, Homoeopathy and TB services were made available as well.
- Others – The HWC program successfully facilitated the launch of the Ayushman Bhav campaign on 13th September 2023 by the Hon’ble Governor of Mizoram and has coordinated the campaign in the state during 17th September to 6th October 2023.
