QUALITY ASSURANCE & KAYAKALP

In the framework of the National Health Mission, the Ministry of Health and Family Welfare established a National Quality Assurance Program in November 2014. This program was implemented within the state of Mizoram in December 2015 by establishing State Quality Assurance Committee (SQAC) with its functional arm - State Quality Assurance Unit (SQAU).

The SQAU functions as a supervisory body, ensuring adherence to established quality standards within healthcare facilities. This includes fostering advancements in cleanliness through programmes like the Kayakalp Incentive Scheme. Patient safety remains paramount, and the SQAU actively promotes its enhancement. Additionally, the unit prioritises the optimisation of service delivery processes and cultivates a culture of continuous improvement within the healthcare system.

Objectives of National Quality Assurance Programme:

  1. Facilitate establishment of an inbuilt and sustainable Quality Assurance mechanism in the Public Health Facilities where patients are provided prompt & effective healthcare with privacy and dignity.
  2. Setting up Quality Standards, Measurable Elements & Checklists to provide consistently high-quality services. The foremost requirement is to set quality standard - National Quality Assurance Standard (NQAS) against which the performance can be measured.
  3. Certification of all Public Health Facilities for NQAS.
  4. Provide Quality Healthcare to all citizens of the country in an equitable manner.

 

 

 

 

Vision:

By the year 2030, QA aims in making all health facilities within the state to achieve the National Accreditation (National Quality Assurance Standards Certification).

  1. During the reporting period, 141 HWC-Sub Centres conducted NQAS Internal Assessment.

 

  1. During the reporting period, one NQAS Internal Assessors Training was conducted and 34 candidates from various cadres of health staff successfully completed the training, held in Aizawl, Mizoram.

 

  1. During the reporting period, 8 Doctors &1 Nurse from various Public Health facilities in Mizoram successfully completed NQAS External Assessors Training, held in Guwahati, Assam.

Kayakalp Incentive Scheme (2023-2024):

Award to public health facilities was launched in October 2015 by the Health & Family Welfare Department. Government of India. It is a national initiative to give awards to those public health facilities that demonstrate high levels of cleanliness, hygiene and infection control. There are categories – District Hospital (DH), Sub-District Hospital/Community Health Centre (SDH/CHC), Primary Health Centre (PHC) and Urban Primary Health Centre (UPHC).

 

Objectives:

  1. To promote cleanliness, hygiene and infection control practices in public health care facilities.
  2. To incentivize and recognize such public healthcare facilities that show exemplary performance in adhering to standard protocols of cleanliness and infection control.
  3. To inculcate a culture of ongoing assessment and peer review of performance related to hygiene, cleanliness and sanitation.
  4. To create and share sustainable practices related to improved cleanliness in public health facilities linked to positive health outcomes.
